1. MOST OFFICER EVALUATION REPORTS (OERS) ARE SCHEDULED TO ARRIVE AT
CGPC (OPM-3 AND RPM) BETWEEN MAY AND SEPTEMBER. OFFICERS ARE
ENCOURAGED TO SUBMIT INPUT FOR OERS ON THE SCHEDULED DATE. IF THE
REPORTED ON OFFICER OR REPORTING OFFICER IS SCHEDULED TO DETACH
DURING SUMMER 2007, DELAYING SUBMISSION OF THE OER TO PROVIDE
COMPLETE COVERAGE OF PERFORMANCE PRIOR TO TRANSFER OR CHANGE OF
REPORTING OFFICER MAY BE WARRANTED. HOWEVER, COMMANDS SHOULD

ARE USED FOR ALL OERS SUBMITTED WITH AN EOP DATE OF 01JAN07 OR LATER.
THE REVISED COMMANDER OER (CG FORM 5310C) REQUIRES BOTH A PROMOTION
RECOMMENDATION AND COMPARISON SCALE MARK IN SECTION NINE.
7. FOR RESERVE OERS, OFFICERS IN ZONE ARE REQUIRED TO SUBMIT A
SPECIAL OER IN ACCORDANCE WITH ARTICLE 10.A.3.C.1.C OF REF B.
OFFICERS ON ACTIVE DUTY FOR SPECIAL WORK (ADSW) OR INVOLUNTARY ACTIVE
DUTY MUST FOLLOW POLICIES OUTLINED IN REF C. REPORTING OF DAYS
PERFORMED ON IDT/ADT/ADSW/TITLE 10 MUST BE INCLUDED AT THE END OF
SECTION 2 OF THE OER.
8. AS OUTLINED IN ARTICLE 10.A.2.H.2 OF REF B, OER ADMINISTRATORS ARE
RESPONSIBLE FOR ENSURING COMPLETENESS, ACCURACY AND TIMELINESS OF OER

What does this mean in civilian English?

Freddie,
The purpose of this message is to let officers know whether or not they will be considered for promotion by the upcoming promotion boards. In my case, I am a LTJG with a date of rank (DOR) of 06FEB06. According to this message, the board will consider all LTJG's that were promoted on or before 01JUL06. I was so I am "in zone" for Lieutenant.
