1. TODAY I RELIEVED ADMIRAL THOMAS COLLINS AS COMMANDANT. WE HONOR
HIS 38 YEARS OF EXCEPTIONAL SERVICE TO THE NATION. HE LED THE COAST
GUARD THROUGH TIMES OF SIGNIFICANT CHALLENGE AND CHANGE, INCLUDING
THE TRANSITION FROM THE DEPARTMENT OF TRANSPORTATION TO THE
DEPARTMENT OF HOMELAND SECURITY, SUPPORTING THE ESTABLISHMENT OF
NORTHCOM, THE SWIFT IMPLEMENTATION OF THE MARITIME TRANSPORTATION
SECURITY ACT, HISTORIC INTERNATIONAL ENGAGEMENT WITH THE PEOPLES
REPUBLIC OF CHINA, AND THE UNPRECEDENTED RESPONSE TO THE 2005
HURRICANES. WE WISH HIM WELL AND THANK HIM FOR A JOB WELL DONE IN
SERVICE TO OUR COUNTRY AND HUMANITY. I ALSO EXTEND MY SINCERE
APPRECIATION TO MRS. NANCY COLLINS FOR HER SUPPORT DURING ADMIRAL
COLLINS DISTINGUISHED CAREER.
